Presently, the National Transport Authority (NTA) has refused to engage in discussions with the Metro Dublin team, hindering the advancement of the project. We urge the citizens of Dublin to express their dissatisfaction with the inadequate treatment of public transportation in the city, particularly when compared to the commendable standards seen in public transport endeavors throughout Europe.
Although the Government's MetroLink project is a positive step, its implementation is excessively slow, lacks ambition and costs have spiraled out of control. Dublin urgently requires a comprehensive and efficient public transport system to meet the growing demand. With increasing public pressure, we expect opportunities for dialogue to emerge, regarding Public Private Partnerships on major infrastructure projects, allowing Dublin to obtain the world-class public transport network it deserves. |

Metro Dublin’s consortium approach to the proposed Public-Private Partnership (PPP) project, demonstrates our commitment to compliance with national and EU procurement laws, adherence to best practices, and dedication to delivering value for money and public benefit.
In alignment with the PPP Guidelines, our consortium intends to engage in preliminary communication with potential suppliers and expert bodies. This proactive step will ensure that our project planning is informed by market capacity and innovation, ultimately enhancing value for money outcomes and facilitating SME access. We are fully committed to conducting these communications in a manner that preserves competition integrity, adhering to principles of transparency and non-discrimination.

Our procurement strategy will strictly follow the European Communities (Award of Public Contracts) Regulations 2016, utilising procedures such as the Open, Restricted, or Competitive Dialogue Procedures, as appropriate. This approach ensures that the project's procurement is conducted in an open, competitive, and transparent manner, in full compliance with national and EU procurement requirements.

Recognising the importance of contractual flexibility, we will include termination provisions as required by Regulation 73 of the 2016 Regulations. This ensures the project can adapt to unforeseen circumstances, safeguarding public interests and maintaining the project's integrity.

Our consortium acknowledges the necessity of obtaining all statutory approvals relevant to the project, including environmental impact assessments and ministerial endorsements. This commitment underlines our dedication to due diligence and regulatory compliance throughout the project's development and execution phases.

We are prepared to implement these guidelines with immediate effect, ensuring that our approach to the PPP project is in strict adherence to both existing and new regulatory frameworks.
